Conservation areas in Cardiff: what is allowed?

Cardiff Council has 27 conservation areas, and many of them carry Article 4 Directions that control minor alterations such as replacing windows and doors, so a change that is simple elsewhere can need permission. Roath Park and Llandaff are two examples, so homes there need a check before any frames change.

An Article 4 Direction removes some permitted development rights. A window swap that needs no permission on an ordinary street can need planning consent inside one of these areas, and the council may ask for a design that closely matches the original. Listed buildings need listed building consent on top.

Frequently asked questions

Does an Article 4 Direction in Cardiff cover my back windows too?

That depends on the direction. Each one lists the alterations and the parts of the house it covers. Check Cardiff Council’s conservation area pages for your area, and we will check it with you at the survey.

Can I replace original sash windows with uPVC in Roath Park or Llandaff?

Possibly, but it needs checking first. Both are conservation areas, and Article 4 Directions can bring window changes under planning control. We look at your address at the survey and explain what the council is likely to accept.

Will new windows improve the EPC on my Cardiff home?

Replacing older single or early double glazing with A+ rated units can help, though the effect on your EPC depends on the rest of the house, including insulation and heating. We can explain the glass options on the survey.
